The clues below lead to words that can be matched up so that if you insert the word "and" between them and then spoonerize, you'll get a familiar phrase. Spoonerizing involves switching the initial consonant sounds, and perhaps changing the spelling, to create new words. For example, the clues "satisfy" and "tiny" would lead to the answers "sate and wee" which spoonerize into "wait and see".
-1. A house built of turf -2. Coloring substances -3. Sword material -4. Certain -5. Small storage shelter -6. Starts suddenly aside from fright -7. Fib -8. A large, padded, protective glove -9. Pear-shaped stringed instruments -10. Inhabitants of the USS Enterprise [c---] -11. Ckose by -12. Storage container -13. Rooster -14. Baby fowl -15. Bloodsucking parasitic arachnid -16. Two-masted sailing vessel
-a. Skin eruption -b. Garden tool -c. Owners of patents or lands, e.g. -d. Belonging to Winnie -e. In what manner? -f. Pluck a guitar's strings -g. Irritates; vexes -h. Concave vessel -i. Meadow -j. German river -k. Sibilant sound -l. Transport boat -m. Waaaaay up [h---] -n. Fathered -o. English tea accompaniment -p. Breaks suddenly into tiny pieces
Netflix needs to stop asking if I'm still watching and start asking if I've switched the laundry over yet

cry and hue
That was a tough one, Pandora. I thought "crew" was right but I couldn't come up with something for waaaay up that I could get to work with it. That's a new wrinkle for me.
Did you ever stop to think and then forget to start again?

good one Cue. I had the opposite problem. All I could think of for waaaay up was High but never came up with crew.
Bob As I've grown older, I've found that my memory is not as good as I used to think it was.
