I have read the book in Gabriels store by Ritter regarding 3 Dragons
Have inserted key in bottom keyhole of clock
Turned the dragon so it is on top
Turned the minute hand so it is at three

And all I get is nothing happens

what did I do wrong?

This part can be tricky.

Along with looking at the German book in the bookstore to ascertain 3 dragons, have you also looked at the German/English dictionary to ascertain 3 o'clock? And after that, go to the attic, open the trunk, take the key, and then set the clock?
