Here is an old post from GameBoomers, where someone was having similar difficulties, and this approach worked for her:
I had some trouble here, until I went outside to look for my papers, (that I couldn't find to give to the police officer to prove that I was a policeman) I couldn't get the bit about the floozie, then I had to ask the man if he had seen any papers, then ask the floozie about them.
If this doesn't help, we can try to give you other advice and/or maybe someone has a game save.
