A new video highlighting the Fallout 4 Character System has been released at Bethesda's Fallout Shelter website

Bethesda: Fallout 4 Website

The character development tree has been somewhat modified from the previous release. Consistent with Fallout 3 are the S.P.E.C.I.A.L.'s (known as Attributes in D&D* jargon) of Strength, Perception, Endurance, Charisma, Intelligence, Agility and Luck. Associated with those is the Fallout Perk tree, which is a carry over from the original series. In this iteration of Fallout, the Character System has 70 base Perks which can lead into a number of "Sub-Perks" bringing the total to 275 available development Perks.

Perk selection has been graphically enhanced. While the usual "Green Screen" text is still prevalent on your character's Pip-Boy, the Perk selection is now represented by dynamic animations in a multi-level, fallout shelter, stylized screen.

It appears that further enhancements to the graphic/game engine that's been utilized by Bethesda for some time now is allowing them to increase character interaction with objects and make character interfaces more attractive and dynamic. The one aspect I noticed in the videos released to date is color. It appears the prevalent green/brown tint that saturated everything in Fallout 3 has been removed. Items thankfully appear to show a truer color than in the previous release.

[*while the character development tree is not associated with D&D, I use the term "attribute" for comparison because it is more common in RPG's than Fallout's term of S.P.E.C.I.A.L.]

I am looking forward to this one. The Fallout franchise has never let me down.

I think I'm quite ready for another adventure.

I've pre-ordered this and it should be available some time in November. Whee!

I'm jealous... smile Their "estimated ship date" is 11/10/2015, which should be met since this release was one of the few that was actually already finished before they even announced it was in the works. lol Rumor has it they even have some of the DLC completed and out of beta. thumbsup

I feel a lot more like I do now, then when I first got here

I am really pumped about this one. Fallout 3 is one of my all-time favourite games, and I bet this installment is just as good. woot

I got stalled in Fallout New Vegas for some reason -- though that is one SERIOUSLY good sound track and the game is worth playing just to hear a very young Peggy Lee singing a pared-down, endlessly cool version of Why Don't You Do Right. cool

I think I'm quite ready for another adventure.

I wasn't quite as enthused about FO:LV. I like the way it started, but the way it was structured seemed a little odd to me. Don't get me wrong, I love the sandbox concept and Bethesda is one of my favorite game houses, but the environment leveling didn't seem to match character leveling very well. Maybe it's because I love exploring, but I feel like I watched my character get killed every 10 minutes of gameplay for the first 10 levels and I consider myself a pretty decent player.

True. I had to run away a lot.

The reason I got stalled was my disinterest in the rather boring nature of the New Vegas segments of the game (didn't like them in Fallout 2, either). I think I might have to start again someday because I can no longer remember the game controls.

I think I'm quite ready for another adventure.
