Hi Chuck,
The Lambs Club members always congregate at St. Edmunds Hall. I think perhaps Sam might go there automatically if everything else has been done in the chapter.
Check your progress bar (press P on your keyboard) and see what percentages are at less than 100%, i.e. there are still things you need to do.
Also check your map -- are there any locations that are not yet fully greyed out?
A gold location still has a puzzle or bonus action to be done.
A silver location still has a bonus action to be done.
I know that even a little thing can hold you back here - for instance, not having read all the newspaper articles in the library. It's probably just some little thing like that which is impeding your progress.
