Laserlock is a copy "protection"
https://en.wikipedia.org/wiki/LaserlockTo copy the game to your hard drive, you'd have to create a disc image (like an .iso file) instead of copying the files off the disc to a folder on your hard drive. Then you'd mount the .iso file using the imgmount command in DOSBox.
DOSBox won't see CD drives unless you mount them.
To mount a CD drive named F: in Windows so it shows up as D: in DOSBox, use this command in DOSBox
Z:\>MOUNT D F:\ -t cdrom
And if your CD drive is E: use this:
Z:\>MOUNT D E:\ -t cdrom
If you want to mount an .iso file as CD drive D: in DOSBox, use this command
Z:\>IMGMOUNT D C:\Images\game.iso -t iso
(where game.iso is what you named the iso you created from the CD
and C:\Images\game.iso is the path to the game.iso file).
There can be complications if a game uses CD audio files (like a music CD) as well as data files because you can't have both types on an .iso file. For those you need something like a .cue/.bin pair.

http://www.dosbox.com/comp_list.php?showID=1357&letter=OOrion Burger is particularly difficult to get running in DOSBox because of the Laserlock. Here's a thread which mentions a usable version of the game used to be available at Home of the Underdogs
