i'm in the room where i should pull the lever for the fans to work. i have all the journals so far but the lever won't move, just judders a bit and that's it.
can anyone help?

I beleive you will have to turn on the power.
It is located near one of the rooms.

The power sitch is upstairs on the level where the floor was raised to. It is across from the stairs that come down to the lower level (only accessible when the floor is UP).
