Chow mein noodles will certainly get soggy when cooked in a casserole. Or were they to be sprinkled on top? Even if sprinkled on top they will absorb some moisture from the casserole. Not a mistake. Your friend seems to have expected the chow mein noodles to remain crispy like they come from the can.

Can or bag doesn't matter. One shouldn't expect the noodles to remain as crispy. Sorry your friend chose to complain. You did nothing wrong and neither was the recipe wrong. If you've ever had or made green been casserole with the onion rings on top, you'll recall that the onion rings are somewhat soggy after baking the dish as well. Both the chow mein noodles and the oinion rings will absorb some moisture from the casserole in the process. You shouldn't worry that something went wrong.
