This can't be Harvester cuz while you can get arrested it gets you killed i think. And while there is someone without legs in Harvester; it's a he and he's not even the main character.

I have no idea what game this is...........hhhmmmmmmmmmm

H-okay, plot summary before I give up:

A ghoul named Mortia pokes around the Carnage-Val with a pet goldfish, trying to find out what the word "alive" means.

...

If no one gets it after that clue, I'm going to have to accept that no one else has played this little game, and...then what?

An independent game called " Spooks"

The story begins as Mortia finds herself in possession of a goldfish on a day out at the carnival. The prize she won from a game of darts is the catalyst of her adventure to seek the meaning of life.
