Doreen, yours is also correct. "Without heads" simply eliminated the first letter of each word.

Shiny = Sleek (direct)
boat bottoms = keels
turned up = reversal indicator

7. Put back in control, say (9)

control = REIN
say = STATE
put back = REINSTATE
