If it's just a generic system repair disc like the one described here
http://pcsupport.about.com/od/windows7/ht/system-repair-disc-windows-7.htmyou can make it on any Windows 7 computer as long as it's the same version of Windows. For example, if your computer is 64-bit, you'll need a system repair disc made on a 64-bit computer.
Also note that a system repair disc is not the same as a system recovery dvd that will reinstall Windows if necessary. A system repair disc is just recovery tools, like chkdsk, startup repair, etc.
