I've had my computer for about 2 months and never used picasa 3 or libreOffice. There on my desktop and never opened them would it be safe to delete them. I will never use them. They are just talking up space. Thank you,

Picasa is an excellent free photo organizer and editor and LibreOffice is a free office suite with a word processor, spreadsheet etc. Both are excellent free programs, but if you won't use them, you can safely uninstall. Don't just delete them - go to Control Panel and uninstall.
