What does Phoenix Studio say about it? Did they send you a verification code?

"Can't be verified" usually means a corrupt or aborted download -- or that you didn't download all files that are necessary to install the game.
Check the size of the file or files you downloaded to make sure they are the right size.
If there is more than one file, make sure you have them all.
Make sure your antivirus didn't delete any of the files.
