Can anyone tell me if I have Steam cards, (from a store like Best Buy) am I allowed to buy games for less than the face value on the card or must I buy games of the face value? Thank you.

I believe you redeem the card on Steam and then have credit on there for whatever the amount is. When the credit runs out you will need to use paypal or a credit card for the difference.
