Sounds like a Starforce issue to me - you might try running the installer with Administrator rights (right click the installer and select run as administrator). If it installs, you'll have to search for a NoCD patch to actually play the game. The version of Starforce that shipped with the game is incompatible with Windows 7.

You can also purchase a copy from GOG that's already patched.

Much easier to do get the DRM-free (hassle-free) version from GOG.
I don't know of a NoCD for the US version. There was a NoCD for the UK version that used a different copy "protection" than the US version, but it's not compatible with the US version.

I was able to locate one earlier today - US Starforce NoCD. I don't think we're supposed to post the links, but it should be easy enough to find.
