Would it be possible that something from the download I did on Dec 23 is left over after the refund I got and I desinstalled the game? In the Origin File I see a lot of Dec 23 files. And one of these leftover files would stop the DVD from starting?
I guess it's possible -- if the game thinks it's already installed because something was left in the registry, it might not install again. Of course you'd expect some kind of message if that were the case.
But considering there are people who never bought the download and are having the same problem with installing from the discs, I suspect the problem is with the discs, or possibly the installer they used. There is a 12-page thread in EA forum where people are having problems installing Dragon Age: Inquisition.

Next DISABLE origin in your windows systrem tray. Then start autorun.exe. This in turn starts origin again, and then install from disk.
Apparently even people with the console version are getting bad discs
