What I can find about this (I have never gotten this award) is that if you make enough money to buy all the clothes and wear them, you get the Fashionista award. You apparently should try to put on everything and anything. It doesn't sound, at least, like this involves trying on specific combinations of clothing.

i finally got pass the bees now i cannot pick up the sunglasses, no i need to wait til i pick the lock and follow the bird.
