There are quite a few things that need to be done in the room before Paloma will call. Double check all hotspots to be sure that you've clicked on/examined everything. Did you read all documents on the smartphone and the laptop, and use the mini-DVD? Can you get any further dialogue with Garris? Did you examine the bullet holes?
