I am stuck on 1st level tower door north to power to the Crystal Cave. I am 3rd level at the towers and go to the 1st level tower door. It says to enter see the flashing button and see the tram - is this the one with the manhole with the flashing button and a X lined out? I am lost, did the elevator bit.

I found it.
I came out of the elevator section on level 2 not level 3. I just assumed it would be level 3 and miscounted the levels too. Power to the Crystal Cave - Tower Again
