Conspiracies: dogs!

So where should I put this duck full of water? I've tried and tried, but dogs doesn't attack it Only me. HELP!!!

Throw? huh? I did it at least 100 time! No luck, they just ignore it. why?

I don't have the game and have not played it yet. I gather from the wt that you have to check the dogs first (get attacked), get the duck and then come back.

Stand on the edge of the door. When a dog comes really close enough, click duck on it.....
Watch animation and go on...
