Watchmaker- The Dark Room

I need some help! I have the 2 undeveloped plates that need to be developed. I thought that Victoria was given the keys, but I cant find them in her inventory to give to Darrel. I don't know what to do (or what I missed doing) to go to the next step.

You can't get into the Darkroom. You need to give the plates to the Supervisor, who will process them for you. Find him 'easing his pain' in the Bar.
