[i]Publisher Iceberg Interactive and developer Davit Andreasyan announce the release of psychological horror game Inmates today on Steam and all major digital retailers, at an SRP of $ 9.99. To mark the game’s release, there will be a 10% discount for the week of launch.

The first line in the announcement says all major digital retailers. This is straight from the publisher, so I have to say it is available other places.

I've just searched through 8 pages on Google , & so far , Steam is the only place Inmates is available . One other site I found , was nothing more than a Steam key . Perhaps this will filter to other outlets at a later date .

Yes, Humble sells it, but only with a Steam key.
Lots of new games are like that these days.
