If you mean mince a garlic clove with a knife, then yes.
If you mean use the dried minced garlic, then you might have to add moisture.

you could also put fresh cloves between a piece of saran wrap ,and mash with the flat part of a large knife ,or put the cloves in the food processor. any way would work as a substitute.

I have pre-made jars of minced garlic in water in my fridge for when I need some in a pinch. I just use more than I would of fresh garlic because it does lose some power.

You can buy minced garlic in jars in the grocery store produce department.

I really don't like garlic presses. This is what I use for minced fresh garlic.
