I don't recall seeing it at any of my local grocery stores, but you can buy Irish soda bread baking mix at Walmart, and Amazon sells it as well.
Try calling your local grocery stores and asking; they should be able to tell you whether or not they carry it.

Try making it yourself. It's quite easy and doesn't need a lot of ingredients. Here's a link to a recipe.

Yes. I've bought some from my local grocery store bakery. But usually only available around St. Patrick's Day.
