My son just got a new laptop. I want to remove Norton from his laptop. Do I need to download the removal tool first? I also want to put the free AVG on the Laptop.

Download the removal tool.
Download the installer from whatever antivirus you want to use.
Uninstall Norton.
Use the removal tool.
Reboot if prompted (maybe reboot anyway, just to be sure)
Install your antivirus of choice.
