The Vanishing of Ethan Carter wont play

After downloading this game, including "Download 3", I get the following when I try to play---

"Windows system 32/d3dx9_43.dll is either not designed to run on windows (I have 8.1) or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc000012f.

Any ideas about this? I downloaded from "GOG"

Try installing DirectX 9 from Microsoft.
The game apparently needs DirectX 9.

The support article at

mentions games that need DirectX 9 under the
"Install DirectX End-User Runtime if your application or game requires an earlier version of DirectX"
heading and links to the download ***here***

Download versions of games don't always include all the DirectX files the game needs.
