Did you install the TAGES as an administrator?
If not, that might be why it doesn't work.
The TAGES page says:
With the Windows™ NT (4, 2000, XP or Vista) and x64 environments, due to the system restrictions,
you must use an administrator account when installing your software: some TAGES™ components are drivers. After installation, even the most restricted user account can run a software protected with TAGES™.
That seems to suggest you might need to install the game as administrator too, depending on what they mean by "your software."
If that doesn't help, you can try contacting the TAGES people to see if they have more suggestions.

The
*** Windows 7 and games *** page says
Note: Collector reported Echo as working, but Sarahandus reported that Echo would not run. Both were using 64-bit Windows 7, so success may depend on computer configuration, drivers, etc.
However if there is a problem other than the TAGES, you may have to try different video drivers until you find one that works, which is a pain.
We know there's a problem with old versions of TAGES copy "protection" and Windows 7, so that's the first (and easiest) thing to test.
You said you had a Radeon HD5450 on
