I think I found a bug, in my favor. After completing the quests for the towns people the Referend said I had one more thing to do, slay The Beast. But after he said that I had the option to claim I had done everything he asked and he gave me next quest even though I have not had to fight The Beast.

Doesn't sound so much like a "bug" as much as that you missed your opportunity to slay "The Beast" and the game moved you on to the next quest. You should probably post over in Darkside where more people have played Witcher and can tell you if they ever had it happen.

Given my lack of skill I'd say The Beast missed an opportunity to slay me. How is not a bug to let a person skip part of a quest line?

It's an RPG, not an adventure game.
RPG's may adapt to how the user plays, giving different quests.
That's why I said to ask in Darkside forum, where there are more people who have played it, and replayed it, and have more knowledge of how the game can change depending on how you play.

Exactly what Jenny said. Depending on how you play and the choices you make, you will received different quests. This is not really a bug.

How is it not a bug when she says she wont tell me what I need to know until I slay The Beast then tells me anyway?

Because you made a choice somewhere along the way that changed the dialogue options. I kind of think I may have done that in one of my plays - 3 of them - of this game. I remember killing the beast twice, but not the third time. I don't think any of my 3 playthroughs of this game were the same as I chose different actions and options each time.
