I've just started playing BOUT2, and occasionally what looks like a small scroll appears in the lower left corner of the screen, and then fades away after a few seconds. What does it mean?

I haven't played this game and can't find any info about this, but I am wondering if it could be an indicator as to when the game is autosaving. That's just speculation on my part, though, so let's wait for help from a player who knows for sure.

While playing I know what it is but now I can't recall.
It might be as Marian stated - autosaving.

Just replayed a portion.
Marian is right it; the scroll comes up when autosaving.
The gears comes up when it changes scenes.

You are right. I played until one popped up, and then went immediately to the Load Game menu, and the Autosave was at the top of the list, with the current date and time.
