According to a poster on the Steam discussion forum for Samaritan Paradox, here is how you save your game:
You have to move the mouse towards the bottom of the screen. On the right-hand side is a menu button, which will take you to the settings screen. From there, you can save/load your game using the appropriate diskette buttons.
