Correct. Pot roast uses chuck roast. Eye of round is a very lean cut and is meant to only be roasted to perhaps rare. Otherwise it can be very tough. Pot roast is cooked by braising in a small amount of liquid for a long time with onions, carrots and potatoes so it is very tender.
