The easiest way would be to get a disc version working properly is to do what the GOG version does and use ScummVM to run it.
Phantasmagoria 1 and 2 are listed on the ScummVM compatibility page
https://www.scummvm.org/compatibility/2.1.1/There are download links for ScummVM here:
https://www.scummvm.org/downloads/To use ScummVM you have to copy files and folders from the discs to a folder on the hard drive, then open ScummVM, choose to Add a game, and point ScummVM to the folder where you copied the game files. There are more instructions here (under Sierra SCI32 games and what to do for games with multiple discs)

Another website to go to for help with any Sierra adventure game is sierrahelp.com
They have a webpage specifically for mouse issues here:
http://sierrahelp.com/XPHelp/MouseProblems.htmlThey also have installers for Sierra games, including Phantasmagoria 1 and 2, here
http://sierrahelp.com/Patches-Updates/NewSierraInstallers.htmlThese installers are made for modern systems (XP and later) and usually install the game so it will run in DOSBox.

If you want to look at Inferno's site,
Inferno's site for games on XP is archived here:
https://web.archive.org/web/20150418203834/http://home.earthlink.net/~angeldancer27/XpGameList.htmThere are two links for setup instructions for Phantasmagoria 2:
