If you're trying to play from the disc, the game probably won't work because of the disc-based DRM.
I suggest buying a DRM-free download.
GOG and Fireflower both have DRM-free versions

Windows 7 didn't originally block disc-based DRM but security updates made it so it did. Any disc-based DRM that installs low level drivers is going to get blocked.
It keeps saying to start the game from an Administrator's account.
You can try right-clicking the .exe or shortcut and choosing "Run As Administrator" but if the problem is with the DRM that probably won't help.
Right-clicking the game exe or shortcut and choosing "Run As Administrator" is not the same as running from an account with Administrator privileges. Even if you are using an account with Administrator privileges you may have to do the right-click thing to get an older game to run. And of course if the problem is really with the DRM it won't help either way.
