I looked it up. The game can be played single player or multiplayer. You can also play the game in offline mode. Here is one of the comments I saw online: I tend to play only single player campaigns and so far I have played almost 30 hours of Watch Dogs 2 on single player alone. And the story mode is only half complete. There are so many activities and side missions to keep you occupied.

I'm not sure why it would be a problem to be "stuck" with a game that was free to begin with. Why not try playing in the offline mode?

Something obviously went wrong with the download. I would uninstall anything you have and try again. This is quite a large download.
