I was playing the free Mahjongg Dimensions with my headphones on and all of a sudden there was a man's voice saying something like "Testing, testing. I don't have a ISP provider; I have a ISP box. ???

I shut down my computer and when I booted back up I ran Norton and Malwarebytes. Nothing was detected but I looked in my Norton history and saw this which I don't know if it's something normal or not.

Any ideas what this is about? Should I be worried?

I don't have a WiFi connection. I have a DSL phone split line. There are storms around the area (not here actually though) if that might cause some problem.

Try this. Just type Firewall in the search box. It should bring up your Firewall Settings. Since you use Norton, I don't know if it will be the Norton Firewall. In my Windows Defender Firewall Settings it says Private Networks - Not Connected.

There is a way to look up your File Sharing settings, but I'll have to double check it. That one doesn't concern me as your local network is YOU.

I've heard of things like that happening, but I have no idea of the cause.

It says:

These settings are being managed by by vendor application Norton 360

Below that are 2 boxes with red shields and a white X that say:

Private Networks Connected
Guest or Public Networks Connected

My Norton firewall setting seem to be okay and when I rebooted I turned on "secure VPN" if that does anything or not.

Under Firewall and Network protection - Private Network - it says Norton 360 is turned on - no action needed. Domain Network and Public network both say the same thing. No, actually, Domain Network says "status unavailable - open Norton 360 for information.

VPN means Virtual Private Network. Rather than try to explain it, maybe this will explain it well enough. I really think you are quite safe and sound and that voice was just bleed-over from somewhere else.

What is a VPN

Interesting stuff on hearing voices over headphones. Like I said, I've heard of it before.

What I meant about the VPN is I don't really know if it is changing anything when I turn it on or not. I figure if it doesn't hurt anything though, why not turn it on except I usually don't remember to.

I'm guessing just some weird interference or waves going through the air or lines or whatever. I do remember years ago while talking on the phone with my sister that occasionally we would hear some other conversation going on. We never knew if they could hear us though. Almost like a party line except this was years after party lines. And I have had a time or two when it sounds like there's a radio in my head or where my voice sounds like I'm hearing it through a radio or something. It's been awhile so I can't describe that properly right now.
