This is definitely not a HOG/IHOG. It's very similar to Artist Colony (which was done by the same designers) and is more of a simulation-type game. I looked up Artist Colony to see how that was categorized and it is described as being time management, which is also misleading, as no fast-clicking is required. I'd say it's more like a Virtual Villagers type game, where you are in charge of a group of people and have to perform tasks and solve puzzles.
Artist Colony was a very good game, and I imagine if you liked that, you would also like Buried in Time.
