Art of Murder: Hunt for the Puppeteer

I'm on the dock with the two boats. I have the rope/board, etc.
I use rope and board on white boat, backup then enter boat. I get a scene that shows Nicole pulling up the anchor then I'm back on the dock. Is this a bug?

DUH!!! I get it now. have moved on and am in the palace. Thanks
