I've assembled and re-assembled the torn note from the countess' mansion but the game won't recognize it as solved and I don't know if I need it solved in order to move on from here.

I found this information online:
Countess' Mansion Note Bug
The shredded note Tex finds in Countess Renier's mansion will never fully assemble; the game will never acknowledge that the pieces have been arranged correctly. This will not get in the way of successfully completing the game, however. The note is basically there to provide more proof that someone is out to get Tex.
