It is an "EPIC exclusive" on PC.
in 6 months or a year the PC version should also be available on Steam, GOG, and elsewhere.

Not sure what an Epic Exclusive means but are you saying a PC version won't be available for 6 months to a year as BE Tigre only lists XBox One and PS4 in the first Post and Flotsam doesn't mention anything about Console or PC.

EPIC is the only company that will sell the PC version (for 6 months to a year).
EPIC pays the developer for the privilege of being the sole distributor of the PC version for 6 months to a year (I think it's usually 6 months).
So if you want to play the PC version NOW, you have to buy it from EPIC and use the EPIC launcher to install and play it.

The game has a Steam page, and will eventually be available from Steam, but the date Steam gives is some time in 2020.

So the PC version is not available quite yet only the XBox One & PS4 at Epic? I don't think I have heard of Epic, is this another Game Portal like GOG and Steam?

No, you can buy the PC version right now, but only from the EPIC store.

Yes, EPIC is an online game shop sort of like Steam or UPlay where you have to install and play the game using a launcher. UPlay is the Ubisoft launcher, Steam has the Steam launcher, EPIC has the EPIC launcher.
GOG gives you the option of a Direct download or Galaxy, but you aren't forced to use Galaxy.
But they are all online game shops.
