Big Fish Pay Pal problem?

I know I saw a thread about this a while back but I can't find it. My Hubby is trying to set up a Game Club Membership using his paypal account, but Big Fish won;t accept it. They keep asking for a "new credit or debit card." His account isn't on a debit or credit card; it's on a bank account. Is there a problem with this? We really want to set him up with his own account...but he doesn't have a credit or debit card to use!
