Rise of the Tomb Raider-20 Year Celebration

I played Rise of the Tomb Raider a while ago but there are 2 new levels in this one.
I am stuck in the Witches Lair. There is a rope puzzle with 2 platforms, a waterfall turning a large wheel. One part has you using the rope arrow then tying it to a crank.
It lowers the two platform but when you run to get on one of them it stops once you are on it.Anyone familiar with this area? Thanks.
