By C:\Users\user\appdata\local they mean
C:\Users\whatever-your-username-is\AppData\Local

So if you named your user "user" instead of "samuel" or "bigfoot" your username will be "user"

You should have both a Local folder and a LocalLow folder in your AppData folder.
If you're in LocalLow you need to back up a folder to find the Local folder.

https://www.howtogeek.com/318177/what-is-the-appdata-folder-in-windows/

If "user" is not your username, or is not the one from which you installed the game, you may not see the game installed there.

Go to C:\Users and see how many usernames are listed.
If you don't see Users, you are not in C: and you need to go back a folder.

I have moved this thread over to Glitches, as it is discussing problems of a technical nature.

If you are using Windows Explorer to look at the contents of the
C:\Users\User\AppData\LocalLow
folder, you will not see either the Users folder or the Local folder inside LocalLow.

You need to back out to C:\ to see the Users folder
Once in C:\Users you'll see all the users. My computer has five different ones, even though I only created two. Each User folder will have a separate AppData folder and some will have a Local folder and some won't.
