Actually, I quite like "dotty confused tarts". Keep trying!

A few more thoughts: shaky beginning, slight start, stuttering/hesitant/jerky start, slow start, five point start/handicap, extended opening, long introduction, unimpressive start, ...in the beginning (long ago, and probably in a galaxy far, far away...)

(This is the moment when Cheryl comes in with the right answer and makes it seem obvious!)

I think I'm going to have to pull the plug on this one. Even Cheryl can't get it!

My answer is "initial start". I'll admit that I can no longer find that phrase anywhere, but it existed many years ago when I made this puzzle.

That was one of my first thoughts (getting out the 2x4), but I couldn't find it either, so thought it wouldn't be right.

The framework could also work well using a different word (such as Cheryl's suggestion of "reaction")
