It is illegal, but most places don't have high enough penalties to stop the sick individuals who find fun in torturing animals from doing it.

All dogs want to do is love you and have you love them. Dog is God spelled backwards for a reason. Anyone involved with fighting dogs is not worthy of being called a person in my book.
