If you don't own an iPad or Android, it would be difficult to buy and install non-free games for it.
Here is a question from someone who asked whether it was possible to buy Android apps without having an Android.

The thread is from 2012, but I can't find anything newer, and I can't find anything for iPad games (maybe because people already know what a closed system Apple's iTunes is)
If you do have an Android or iPad, it might be worthwhile experimenting with emulators, but you'd probably have better luck with the Android.
I read a description of using Nox to play Android games on PC, and it sounds no more difficult than using ScummVM. The hardest part might be getting an app you bought and installed on your Android onto the PC (which is way easier than getting something from your iPad onto a PC).
