Do you mean that Windows 7 doesn't have an email client such as Outlook Express? What they did with Windows 7 was allow you to download the new email client that replaces Outlook Express. Outlook Express has been gone since Vista. You can download Windows Live Essentials and then just install the programs you want including Windows Live Mail if you want.
What email program are you using on your Windows 7 computer? Most of them allow you to import your email contacts from another email program or computer. How you do that depends on what email program you are using. In general, you would go to your old email program, export your contacts as a .csv file and then copy that file to a flash drive. In the new email program, you would then import your contacts from that .csv file.
