Why would I get this screen today when I booted up my computer? I don't know if I've ever had it before, or maybe when I first got the computer in October, but not since.

I thought maybe it had updated but no, same version.

And one of the things they say is

So that may answer your question.
Who knows what "occasionally when I sign in to highlight what's new and suggested" means.

I really dislike Windows 10.
So often it acts like it's got a virus or has corrupted itself.
They can take their "suggestions" and stick 'em where the sun don't shine.

Thanks Jenny! Doesn't really answer the question as to WHY it decided to appear today making me feel like something was changed or wrong.

I know that I had some settings set to not show stuff but right now it is all set to show everything (notifications) so... back to the drawing board I guess.

That's what "occasionally when I sign in to highlight what's new and suggested" means.
Microsoft just decided to try to push out some new feature or ad that you have no interest in, and this causes the "welcome screen" to appear.

Looking like it's infected with adware or a virus seems to be a "feature" of Windows 10.

Turning off your desired settings is a "feature" of Windows update.
You need to check them after every Windows update to make sure they haven't gone back to default.

I've seen that page only a few times - when I first installed Windows 10 and after the major updates to a new version. I always turn it off and never see it again. I DID see it yesterday morning after I had done a routine update - don't remember the number. Again, I just said "no" and probably won't see it again for months. I don't find it a particular problem as long as they let me turn it off.

Well, as long as it is "normal" I guess it isn't really a problem. There was no update or new features or anything though. It did prompt me to shut down and reboot (not the screen itself, just that it caused me to think there was a problem) and then run scans right away which I usually do every time I boot up anyway.
