I have a question.

My clue: Regulation has short title and a confedarate (7) with the answer co(mra)de

I didn't like the way it read and wanted to have it read:

Confederate regulation has a short title (7)

Is that acceptable since the clue for "title" and "a" aren't in the same order that they actually appear in the answer?

I'm 99.9% sure that would be illegal: a position indicator would be required;
like, "has, at last (or finally), a short title.

Btw, I used "has" before as a container indicator and was scolded (but not noodled!).

I think your "short title and a" is great: it almost convinces the solver that
the direct is "regulation", as it appears that "confederate" is also contained.

Since there's no anagram involved, you do have to clue the contained letters in order. The first cryptic is correct. smile
