You should be able to install it in Vista as long as you right-click the Setup (install) file on the CD and "Run As" administrator. Don't forget to install to (My) Documents or at least to somewhere other than C:\Program Files. You won't be able to play the StarForce version of the game without using a NoCD because the version of StarForce used on the Black Mirror disc is blocked by Vista and Windows 7. StarForce does not install along with the game install -- it installs the first time you try to run the game.
Black Mirror is buggy on Vista and Windows 7 though, and crashes.

So though you could get a download version without StarForce, it would still be buggy on Vista or Windows 7.
If you want to try the NoCD, do a Google search for
Black Mirror NoCD
You download the NoCD, decompress it with either WinRAR or 7-zip or some other program that can unzip rar files, and then you replace a couple of the files in the StarForce folder with the NoCD files. You can scan the two files with an antivirus if you want to be cautious.
It's a shame Black Mirror isn't easier to run on modern computers. But the problems it's having aren't limited to the copy "protection."
