How much does the recipe call for? That's what you use.

Most of the recipes I could find call for 2 cups uncooked. The recipe should say. You would measure the noodles or macaroni the same as you would any dry ingredient. Doesn't matter the size of the package you bought.

Well then, you need a 12 oz. package of egg noodles. It's pretty specific.
Since 8 oz. = 4 cups, according to what I could find, then 12 oz. would be 6 cups. (Since 4 oz. would be 2 cups and 12 oz. = 3 x 4). But is there a reason you can't just use a 12 oz. package of noodles?

So, they you just need approximately 3/4 of a bag of 16 oz noodles. It's OK to not do things to the "letter" in a recipe.
